Process Management in Public Administration

Import 29/09/2010Téma bakalářské práce je procesní řízení ve veřejné správě. Cílem této práce je charakterizovat vývoj a přínosy zavádění zlepšování kvality a procesního řízení v podmínkách Městského úřadu města Hranice v letech 2003-2009. Bakalářská práce je rozčleněna včetně úvodu a závěru do pěti kapitol. Obsahem druhé kapitoly je organizace a řízení veřejné správy. Definuje vymezení a pojetí, funkce a systém veřejné správy, dále územní samosprávu a řízení ve veřejné správě. Třetí kapitola popisuje nástroje a metody zvyšující kvalitu ve veřejné správě, především model CAF a normy ISO řady 9000. Čtvrtá kapitola se zabývá charakteristikou města Hranice, městským úřadem a metodami a nástroji řízení kvality v podmínkách Městského úřadu Hranice. Popisuje vývoj a podíl modelů na procesním řízení a následně zhodnocením těchto modelů a jejich přínosy, především modelu CAF a ISO 9001:2000. Obsahem poslední kapitoly Závěr je shrnutí předchozích kapitol, návrhy a doporučení, potvrzení hypotézy a dosažení cíle.The theme of my bachelor thesis is the process management in public administration. The purpose of this thesis is to characterize development and implementation of quality improvement and process management in terms of the municipality of the city Hranice between periods 2003-2009. Bachelor's thesis is structured including the introduction and conclusion into five chapters. Content of the second chapter is the organization and management of public administration, which defines what a concept and delimitation, function and system of public administration, furthermore, local government and management in public administration. The third chapter describes the tools and methods for improving quality in public administration, particularly CAF model and the standard ISO 9000 series. The fourth chapter deals with the characteristics of the city Hranice, the municipality and the methods and tools of quality management in terms of the municipality Hranice. Describes the development and participation of models for process management and subsequent evaluation of these models and their benefits especially the model CAF and ISO 9001:2000. The conclusion of a final chapter is a summary of previous chapters and proposals, confirmation of hypotheses and achieving goals.153 - Katedra veřejné ekonomikyvýborn

The Management and Maintenance of Local Roads in the City of Zlin

Import 02/11/2016Bakalářská práce je hodnocením hospodaření Technických služeb Zlín, s.r.o. v rámci správy a údržby místních komunikací v letech 2010-2014 a navrhuje možná doporučení. Teoretická část sem zabývá postavením obce, jejími orgány a rozpočtem obce. Dále se práce zabývá infrastrukturou a místními komunikace. Praktická část zahrnuje informace o městě Zlín a Technických službách Zlín, s.r.o. Závěrečná kapitola sumarizuje veškeré výdaje na správu a údržbu místních komunikací za sledované období.This Bachelor thesis evaluates the financial performance (and delivery of value) of Technicke Sluzby Zlin Ltd. in the area of public works road construction and maintenance of local roads in the years 2010-2014 and makes recommendations. The theoretical background section introduces the role of the municipality, its functions, objectives and operating financial budgets. It also analyses the municipal infrastructure and local roads. The practical section provides information and significant findings about the City of Zlin and about Technicke Sluzby Zlin Ltd. Evaluation of Scope and Activity Ensuring of Registry Office

Bakalářská práce se zabývá zhodnocením působnosti a zabezpečením činnosti matričního úřadu. Práce se zaměřuje na konkrétní matriční úřad města Klimkovice. Teoretická část zahrnuje státní správu v přenesené působnosti a samotný matriční úřad. Praktická část uvádí metodiku výpočtu, dle kterého se stanovuje patřičná výše příspěvku plynoucího na výkon státní správy v přenesené působnosti obce. Daná problematika provádí analýzu včetně popisku hodnot zjištěných na základě vzorce podle Ministerstva vnitra ČR. Z provedené analýzy bylo zjištěno, že za období 2012 až 2018 došlo k jedné výrazné změně v metodice výpočtu. Jednalo se o rok 2013, kdy nastal pokles příspěvku, a to z důvodů změny velikosti správního obvodu působnosti a rozsahem přenesené působnosti k činnosti státní správy. V období 2013 - 2018 vývoj příspěvku na přenesený výkon státní správy mírně rostl.The bachelor thesis deals with the activity assessment of the Land Register Office and the support of its agency.It is focused on The Land Register Office of Klimkovice town. The theoretical part describes the delegated authority of the state administration and the Register Office itself. The practical part deals with the calculation methodology of the due amount of state administration contribution within the delegated municipal authority. It contains an analysis of this issue including the description of the values determinated by the formula provided by the Czech Ministry of Interior. The results of the analysis testify that in the period between 2012 and 2018 a major change occurrred in the calculation methodology. It was in 2013 when there was a decrease of contribution fee due to the change of the district area and the scope of the delegated authority of the state administration. Bakalářská práce analyzuje problémy, které souvisejí s návrhem pojistného portfolia pro obec Rajhradice. Obsahuje analýzu rizik a návrh takového pojistného portfolia, při kterém budou nejzávažnější rizika obce prostřednictvím pojišťoven minimalizována tak, aby co nejméně ohrožovala chod obce.This bachelor thesis analyses problems that are connected with a proposal of an insurance portfolio for the municipality of Rajhradice. The thesis includes an analysis of risks involved and a proposal for a portfolio that will reduce the most significant risks through the insurance companies so that the risks threatening the municipality are minimized.

Cílem práce na téma Obecní samospráva v České republice (konkretizace na příkladu obce Kralupy nad Vltavou) je souhrnně zpracovat jak teoreticky, tak i prakticky, rámec fungování obecní samosprávy, a dále popsat, jakým způsobem je možné tyto poznatky didakticky zpracovat. Proto je práce z hlediska struktury rozdělena na část teoretickou, praktickou a didaktickou. Teoretická část zodpovídá otázky Co je samospráva? Kde a kým je vykonávána? Kdo ji kontroluje? Praktická část následně staví na vysvětlené teorii a ukazuje, jak jednotlivé aspekty samosprávy fungují na příkladě města Kralupy nad Vltavou. Třetí část práce ukazuje příklad didaktického využití dané problematiky v rámci učiva střední školy.The main goal of this thesis named Municipal self-government in the Czech Republic (illustrated on the example of Kralupy nad Vltavou City) is to process and summarize the framework of municipal function in both theoretical and practical way. Also, it is shown how to use the knowledge for didactic purposes. Therefore the thesis is divided into the theoretical, practical and didactic part. The theory answers the questions such as What is self-government? By whom is it executed and where? How is it controlled? The practical part continuously uses collected information and shows how each of self-government aspects works in concrete example of Kralupy nad Vltavou City. Návrh snížení výdajů vychází z předpokladu, že ve veřejném sektoru se dají vždy finanční prostředky ušetřit, a je založen na vhodnějším výběru firem, které pro obec vykonávají různé zakázky.This bachelor thesis deals with budgetary revenues and outgoings analysis. Proposal for decrease in costs results from hypothesis which says that in public sector there is allways possible to save financial means. Proposal is based on better choosing of companies that works for the municipality in various orders.
